1/31/19 – Pennsylvania Department of Environmental Protection publishes revised version of the Land Recycling Program (Act 2) Technical Guidance Manual (TGM)

Back in 2017, the Pennsylvania Department of Environmental Protection (PA DEP) started the process of proposed revisions to the Technical Guidance Manual (TGM) that is utilized for the Land Recycling Program (Act 2). This is a long standing TGM that has been utilized by many stakeholders throughout the Commonwealth on a variety of environmental related projects.

PA DEP published the draft version in the Pennsylvania Bulletin on December 16, 2017. The significant revisions to the TGM included vapor intrusion and groundwater monitoring guidance and a great deal of clarification, reorganization and updating of the document. Following a 90 day public comment period, the comments were provided to the Cleanup Standards Scientific Advisory Board (CSSAB) where changes to the document in response to the public comments were recognized. Following the recognition of changes, PA DEP presented the final document to the CSSAB on September 28, 2018 for final review and comment. Once the final changes were reviewed by PA DEP, proposed rulemaking changes were also completed. On January 19, 2019, the TGM was published in final form in the Pennsylvania Bulletin.
